Guidance for Youth Welfare Offices on Child Welfare in the Context of (Islamist) Radicalized Families
The Conference of Youth and Family Ministers (JFMK) noted at its meeting in May 2018, that child and youth protection are increasingly confronted with children and adolescents growing up in families with radicalized parents, siblings or other family members. Therefore professional guidance, primarily for those in youth protection offices, is needed. Systemic approaches to counteract intra-family co-radicalization and subsequent radicalization, as well as offers specific to mothers and girls, are at the stage of initial practical experience. Professional intervention concepts, especially family-systemic and gender-reflective approaches, are being developed. Research into scientifically based foundations for work with these families is therefore still in its infancy.
Professional Support for Child and Youth Welfare Services
In order to ensure that the topic of a multi-perspective combination of the various competences from social, legal and religious sciences as well as from the specialized fields of intensive pedagogical radicalization prevention and classical child protection is dealt with, the Lower Saxony Ministry for Social Affairs, Health and Equality, in implementation of the JFMK resolution, has commissioned the project partners to prepare an orientation guide for youth protection offices on child protection in the context of (Islamist) radicalized families.
Ensuring an Upbringing in Accordance with the Best Interests of the Child
This is what the orientation guide is supposed to do:
- Clarification of context and terminology in a conceptually multifaceted and inevitably charged field of both education and child welfare as well as ideological confessional content and behavior.
- Developmental-psychological and legal foundations for ensuring an upbringing that is in the best interests of the child and for avoiding risks to the child's well-being when growing up in an (Islamist) radicalized family.
- Concepts for interventions in and with families sensitive to religion, worldview and socio-political dynamics with regard to child protection and parental authority to educate.
- Identify ways to access families as well as access points for those from families to assistance.
- To present criteria for risk assessment, resources and resilience, stresses and risks in a practical way.
- Support the development of structures in the federal states for specialized counseling by pointing out potentials for institutionalized cooperation with youth welfare offices.
- To provide information on how to overcome the discrepancies in expectations for cooperation between youth welfare offices or providers of educational assistance and the security authorities.
